In order to fully integrate the national “One Belt, One Road” strategy, the Hunan Provincial Party Committee and the Provincial Government required the State-owned Assets System to form a Belt and Road Fund in the “Open Rise” strategic key task deployment in 2017 to promote the “going out” industry alliance.
